I'm suggesting using the solar panel to power the MaHA. Should be pretty simple to limit the voltage output from the solar panel to 13.5 volts if the MAHA cigarette adapter doesn't do this. Direct powering should work and it would save bulk and increase efficiency. Looking at the numbers, you might be able to use a harness and charge two ~6000 mah LiOn batteries at once with your 20 watt panel.
