I can think of two possible problems that would cause this failure, the
CPLD was not programmed, or there is a problem with the drivers you are
using. I've put our most recent drivers(I've verified they work) on our
ftp site here

   ftp://oz.embeddedarm.com/tmp/tsuart0.o
   ftp://oz.embeddedarm.com/tmp/tsuart-bat3.o

Try the drivers above, if you still see the same issue and would like to
troubleshoot the problem further download the following utility.

   ftp://oz.embeddedarm.com/ts-arm-linux-cd/binaries/ts-utils/peek8

Then with JP1 and JP2 removed(on your TS-Bat3) run the following command
it should print 0x28 if the CPLD has been programmed.

   peek8 0x11e00100

e.g.

   :root]#peek8 0x11e00100
   0x28
