I hadn't used such so I really can't comment.
Note gEDA includes PCB, but gschem rather
than xcircuit so I suspect interoperability
issues may exist.

But the board design was pretty simple so
it wasn't an issue in my case.

PCB has a fair library of conventional parts.
However a 208pin 0.5mm pitch LQFP wasn't one
of them.  ;)

Seriously it is trivial to add parts to the
library or customize existing library parts.

Not to my knowledge.

I think to do justice to this question you might
want to kick the tires on a more recent version
of both PCB and xcircuit.
