OK, now I understand a bit better. Indeed, typically, if a file is already 
open on Windows (perhaps because the tools are reading or writing it) you 
can get locking problems, because the Windows CreateFile call allows you 
to specify what level of sharing you will permit on the file while you are 
accessing it.

OK, I assumed that you would have the manual pages on your machine.

You could try googling for "man ftpusers" :-)

Also, here is the relevant text from the manual page:

FORMAT
        The  format  of  ftpusers is very simple. There is one account name
        (or user name) per line.  Lines starting with a # are ignored.

FILES
        /etc/ftpusers
