'remote' (read as, over the network) root logins are a Bad Idea(tm) for a
whole host of reasons. The main one is that if multiple people have the root
password and someone logs in directly, you have no idea who did. The best
approach is to get them to log in as themselves and then 'su' to root. In
the logs you can then see who's regular user account was used to gain root.
Okay in the embedded world this might be considered crazy, however the
solution is to use a serial cable (which you can log in as root as[1][2]),
create a regular account and then use this to log in. If you have to log in
as root (why not just use the serial console?) then tinker with
/etc/securetty.
To be honest, this is a thing that affects *all* Linux installations, a quick
google search would have helped you on this.

[1] PuTTY now has really nice serial console terminal functionality now
[2] root logins are permitted in all Linux distros when you are directly
physically connected, a serial port is only accessable when you are
physically attached to the board whilst a net connection could come
from anywhere
