Login as root over telnet is disabled by default, presumably because
the password is sent unencrypted over the network so anyone could
sniff it. (This decision comes from the days before home networking,
when internet meant long-haul or cross-campus networking, and using
root meant you were the sysad for a large company or university).

Over telnet you need to login as guest and use "su" (which is just as,
if not more, insecure but hey!)... or use an SSH client such as PuTTY
(first hit on google). Of course typing any password into windows is
just as insecure (think: key-logger worms) but I guess that just to
access for your TS it's no big deal.
