[ts-7000] UART hardware problem TS7800

Hi everyone, 

i having problems with com 1 and com 2 transceiver (SP213EEA). TX pins
are working correctly, the problem is with Rx pins, this transceiver
is not converting reception signal. cheking datasheet i can see that
this transceiver has a pin for shutdown and an enable pin. shutdown is
low active,, i detect 5 volts so if fine. cheking enable pin, i read
that is high active so a 5 volts should be there, however a just
detecting 3.3 volts. i'm missing something.

have been someone has same problem? 

can this transceiver be activade by software?

i having this problem after make some test over PC-104/GPIO...
