1/60ns ~ 16.6Mhz, yes...

In theory, yes. However (according to our hardware engineer who designed
the FPGA for the TS-7800) you really only have a chance of getting this
speed when writing (due to pipelining) and not when reading, due to the PCI
to ISA latencies. You will likely not get better then 500ns cycles when
reading unless you doing some tweaking with the MMU.

The 0WS is separate... it's basically a signal from the peripheral that
tells the host that it doesn't have to wait for the rest of the cycle. We
honor this signal and terminate the transaction early, but if you set the
timing to 60ns cycles you don't need to use this.

but now I can't find it...

PCI on PC104 is possible, but it's currently unimplemented.
