Sorry. Unable to do any more tests on this board. I noted that the cpld is getting too warm, hot to the touch and believe I damaged the board. I really feel bad about this one.    Am going to salvage what I can (a/d converter, RTC) and put the board in the parts bin. I plan on starting over on a ts7250 when/if I hear you can fis erase the "hell" out of them and still get them going again with minimal in house tools.... Ooops.

Pin 3 of the 4020 is an output rather than an input.
If you are seeing 2Hz on this pin this could be normal
watchdog reset activity coming from u19.50.

In any case to idle the 4020 you can to either strap u21.11
(RESET) to 3v3 or disable the 32768Hz clock input to u21.10.

As long as you have a scope out can you verify reset
activity on u19.49 or u19.10?
