Pin 3 of the 4020 is an output rather than an input. If you are seeing 2Hz on this pin this could be normal watchdog reset activity coming from u19.50. In any case to idle the 4020 you can to either strap u21.11 (RESET) to 3v3 or disable the 32768Hz clock input to u21.10.
