In Norway, there are clearer rules, I believe, regarding flights
over national parks and reserves, and also regaring motorised
traffic.
The idea is to protect the areas from pollution, that being both
from exhaust fumes as well as noise - which can be very disturbing
to animal life (the primary reason) as well as people trying to
enjoy the majestic Norwegian mountain landscapes (a good runner-up).
I have to check it out to get the details, but national parks and
reserves are usually defined for what they are trying to protect:
whether it be scenery, animal life, breeding grounds, cultural
landscapes, rare plant growth, etc, and with each purpose in mind,
certain freedom from flight restrictions might be given, although I
think that the starting point is that all those areas are no-flight
zones unless specific permission is given by the correct
authorities, and also, supersonic flight would normally not be
permitted.
Usually, it is only the air force that are permitted flight over
certain areas, and in others where preservation of scenery or
cultural landscapes is the essence, more flights may be allowed.
The most restricted areas are not permitted to fly over, walk on,
drive on or anything - they are just for protection - usually of
rare wildlife breeding grounds or fragile plant life - and only
scientists are permitted with the right papers after applications
are approved.
The next level of national park restriction allows human visitors,
but pet dogs need be held on a leash at all times, and motorised
traffic is restricted to the roads, of which there usually are few,
and normally just in the outskirts of the park areas.
Hmmm... I'll look it all up and see if I can come up with some more
information.
In general, though, flight noise is definitely not a problem due to
the extant restrictions, and so one can walk around - especially in
the Norwegian mountains - for weeks with no engine noise whatsoever
to disturb the tranquillity.
