Should have been clearer... a techtronics multimeter ;-)
 

As people have hinted, there is the problem that when you start an a
device with an electric motor, there is a large initial, transient,
current that is needed to get the motor started and upto speed. After that
the current drops to that quoted by the manufacturers. It is this shart up
current that is probably causing your problem. You will need a psu that
can provide the boards current, and this large initial motor current.

 
Yes, it does seem that pure plug and play is not going to happen right away... at least for a HDD.  I will be sourcing a better PSU (with someone that knows ammeters from voltimeters).
