[ts-7000] Power problems or other on 7260 + 9600

When I boot the TS-7260 alone everything works fine.  When I connect
the TS-9600 to the PC/104 interface the device boots up fine as well.
 However when I attach an IDE HDD to the device it cycles through the
following (ie it never gets to the "+" where there seems to be
normally a pause that signals the boot to TS-Linux):

Found FIS directory at 07fe0000
 
And then it restarts that same text without stop.
 
This happens even if I have selected IRQ 14 / 7 with the switch.

The device is set up with an enclosure sold by embeddedarm, and the
adapter is the one from their website as well.  I have not added any
parts from any other supplier.

Any ideas of the cause of this ?  I should be passing enough power to
the setup (7260 + 9600 + WD 2.5" HDD).
