The switcher in the TSENC720 enclosure (I guess that's what you are
using) sources up to 1A => 5W, which is enough in theory, but
according to the 9600 manual, some disks may take up to 1A peak and
then you are in trouble. Check that in the manual. In case the peak
current is 1A it may be a very short pulse (like when spinning up the
disk), so a bigger capacitor could help, say 440 or 1000uF (the PS
comes with 66uF).
I'm also supposing you are bypassing the TS7260 built in PS.
