Generally, a lower voltage available to a microphone's impedance
converter circuit will result in a worse noise performance. I know
that Neumann mics exhibit compromised headroom when fed anything less
than 48 volts.

Circuit-wise, there's no reason why a lower voltage available to the
impedance converter would have any effect on the output being
balanced. An unbalanced output on a microphone is something to be
expected only from a low quality amateur level piece where the
intention is that a very short cable would be used.
