John,
sound production (stridulation) is widespread among Coleoptera. 
Dytiscidae do produce sound; I don't know about Elmidae. Dytiscidae, 
also called diving beetles, are much more water adapted than Elmidae. 
For a closer, but still preliminary, identification look at 
http://ltreadwell.ifas.ufl.edu/insects/09Coleoptera.htm Unfortunately 
most identification tables don't tell about sound!
