Here's a possible solution from the Sonic Studios web page that
reviews the Microtrack 2496:

"With any source of external USB power, this deck DOES NOT power
OFF...Manually shutting down (PWR button) ONLY blanks the LCD display
while deck still draws 200 milliamperes in a 'STANDBY' mode. Pushing
the PWR ON button (anytime after 20-30 seconds of applying USB power)
gives 'already-booted' operation that's ready to record. 

So at least in theory, with external USB connected power, a field
recordist can reliably have this deck start recording in a second's
time by pushing PWR/REC buttons."
