You're quite right - I forgot that. There's one for migratory birds
and one giving extra protection to raptors. I haven't heard of anyone
being charged with harrassing a bird with a tape recorder. I suppose if
the feds are willing to allow the killing of Golden Eagles at Altamont
Pass then the legal bar for 'harrassment' is pretty high (lawsuits have
just been filed over this). Ethically speaking, though, those two laws
probably should be put on the Don't Tape side of the ledger for
non-scientists.
