I looked at your photo and can't pick it. I will assume it is a genuine photo and not a Dabble into concoctionism. So I will try to be a little more serious than some of the other answers. I had thought that pelicans don't ever carry anything in their bills. Therefore I wonder if it could be something unintentional that it has got stuck or tangled, such as a piece of plastic or a stick or bit of a fishing rod or anything like that.
