I looked at your photo and can't pick it. However I
had thought that pelicans don't ever carry anything in their bills. Therefore I
wonder if it could be something unintentional that it has got stuck or tangled,
such as a piece of plastic or a stick or bit of a fishing rod or anything like
that.
