A three legged dog on a leash - a video of such a thing could surely be useful 
to educate people who think their dog is too well behaved to have any effect on 
the birds.  The only remaining difficulty would be convincing them that it 
matters that the birds fly away.

I had a clear view of the psychological impact of dogs on shorebirds
yesterday.

I was photographing waders on a beach at Thornside where waders
collect on a 3/4 tide.  A young woman was walking a three-legged dog
on a tight leash up to the water's edge.  The dog wasn't barking or
carrying on, but it cleared out all the waders within a 100 metre
radius as it hobbled along.
