As far as I can see (and please correct me if I am wrong) the zoos
have spent most of the money already - so now they have empty exhibits
and can really apply pressure to import the animals. I guess if the
import is stopped most of the capital has already been spent - so it
wouldn't magically free up money for Aus animals.
And if it is stopped what happens to the elephants then???
