It's not a bug.

There are ways of altering the resolution, e.g. recompiling the 2.4 TS 
Kernel with a different HZ value, say 1000, so that you get a 1 millisec 
resolution. Or you could write a kernel driver (like Phil did, see the adc 
driver on the group page) to use the timer hardware.

Anyway good luck with 2.6
