This might be your problem ... but I would have thought
the opencores project would have this set correctly ...
The FPGA has dual-purpose pins. By default, they're
reserved. To convert them to user-pins do the following:
Menu item: Assignments->Device
Click the 'Device and pin options' button
Click the 'Dual-purpose pins' tab
There are options there to allow use of the pins after
configuration.
Double clicking on the text gives you the alternate
pin setting options.
Some pins will be dedicated inputs, so you might not
have the choice of I/O for some of the dual-purpose pins.
However, if you're just playing with the open-cores design
this shouldn't be an issue.
