I had the same problem with a TS-7260 board.  It actually wasn't the board at all - it was the fact that I had flow control turned on in Hyper Terminal.  According to TS, you must turn off all flow control on the RS-232 connection you are using to monitor the console port.  Once I truned this off, I could use Ctrl-C to interrupt RedBoot.

Have you tried holding down Ctrl-C and then powering
up your board?
