It looks like the watchdog is still enabled.

Did you try the RequestEP93XXSerialTest(fd) test again to see how long the
watchdog lasts?

The EP9302 only sends the serial boot request character "<" once !!!

The reason you see multiple "<" requests is because the EP9302 is being reset.
It is most likely being reset by the TS watchdog timer in on the CPLD.
