 I tied(soldered) pin 11 of the 4020 to pin 16 after lifting pin 11 from the pad (desoldering). After measuring 3.3 volts to both pins I re-ran serial blaster.
 Now gives  message :

 This is a little different than previous messages (before the mod):

 very curious indeed!
 I have an O, scope, if you think doing a few signal traces are needed I can do that!
