Yes, the reduced noise benefit should be retained if you apply a digital gain to the 24 bit recording prior to converting it to 16 bits. The simplest way to accomplish this would be perhaps to normalize the 24 bit file. However, in case you have recorded a very large dynamic range (both very soft and very loud periods (lets say above 90 dBSPL)), the conversion to 16 bits might degrade the original recording.
