Would you count twitchers from OS as migrants or vagrants?

Carter at BA or BOCA meeting doesn't count!
You can count twitchers that you have guided (that way I get to count the

You must either be able to positively identify the twitcher, OR you must
personally introduce yourself so you can ID them.

I can't think of any other rules yet...
