Australia isn't the only place where it is illegal to collect feathers. It has been illegal in the USA for a long time as well. Back in the days when women made a habit of decorating their hats with feathers and stuffed birds, causing the deaths of numerous birds and driving some species close to extinction, it was made illegal to possess any part of a native bird without an appropriate permit. (For game birds, "appropriate permit" would include a license to hunt the bird in question.) The law in question is part of the Migratory Bird Treaty Act which was also signed by Canada, Mexico, Japan and Russia presumably making it illegal in those other counties as well.
