Most think this shouldn't apply to birders, and some of us feel it would be good if birding was exempt from various other laws :-) The federal legislation controlling export of native animals includes feathers and other products derived from native animals - so in general you need a permit to export feathers from native birds from Australia There are exceptions for some fauna - but I don't know if any bird species are included.
