Sounds reasonable to me, except aren't owners supposed to be in control of their dogs even in off leash areas? If enforced this would mean dogs could never really be off leash, but I've always felt that cycliing dog walkers are least in control. I'm also wondering if it's typical of this species to allow itself to be so easily cornered, and I wonder if it could already have been injured or sick.
