Perhaps not just prove they're "fit and proper", which implies knowing how to look after one, but acknowledge before the sale that they know they'll have to pick up the poo and keep it on a leash most of that time and control it even when it isn't. I suspect many new owners are shocked at the difficulties they face excercising their pet, which leads to the problems we're discussing.
