How about Middendorfs Grasshopper Warbler ? A quick count using an excel
spreadsheet makes that about 28 characters.

G'day all

Puerto Rican Stripe-headed Tanager = 34 characters
Prigogine's Double-collared Sunbird = 35 characters
Ou = 2

Black-necked Stork = 18

which is virtually the average according to:  Gill, F. and M. Wright.
