Dear Peter
Yes, I'm sure that a lot of use of bird calls is strictly speaking
illegal; just as picking up a wild bird's feather is illegal.
... and just in case you think a request to an Ethics Committee is an
easy way around this, the current initial request to the UQ Ethics
Committee is about 17 pages long, requires about 19 copies and this is
without the EPA approval for the project!
Cheers
Peter

Subject: Attracting birds with calls
The practice of attracting birds with calls will always be one where
opinions as to whether it is ethically correct or not however;
Handling or otherwise "using" native animals requires the approval of
an ethics committee under Commonwealth Environmental Protection
Legislation dealing with native animals . This carries down to the
states. In Queensland it is necessary to have such approvals for anyone
"using" native animals.
There was some confusion in Brisbane as to what this meant.
On inquiring of the EPA I was informed that the official attitude is
that bird watching where no interference with the birds takes place it
is not necessary to obtain Ethics Committee approvals but any the
activity involving using calls to attract birds would required approval
from and ethics committee .
Is it possible that all of us out there calling birds with IPods,
squeakers or pishing are stepping beyond the bounds of what our "non-
wildlife friendly" governments consider suitable dealings with wildlife?
Regards
Peter
