Hi

I don't want to be a "wet blanket" [- certainly not in winter ;-))],
but I do believe that under most state legislation (and this applies 
overseas as well) the "collection of feathers" from wild birds,
dead or alive, is considered no differently to the "taking of fauna".

In other words you can look, but don't touch without permit. 
Perhaps some legal eagles can comment.
