I believe his situation is two port each with the same 4 IPs   per device. 
That's doable with Nat routing

       Let me state what I believe should
 be obvious, but I may be confused,so please correct me
 if I am wrong:
 You can not have multiple devices on the same
 physical network with the same IP address.
 It sounds like you believe you can do this. You need
 four physical Ethernet ports.

 If you find a way to get those four ports on one
 computer, then maybe someone (not me!) can help
 you
 with iptables commands to route things as desired. For
 example, perhaps the controlling program would
 write to 10.2.*.*, 10.3.*.*, 10.4.*.*, etc, and that
 wouldget translated to 10.1.*.* on the
 appropriate port.

 A managed switch could supply the physical ports
 and probably the above functionality,but would be
 expensive.
