Thanks. I'm trying to avoid DHCP because I have three 7250 boards, and
it's simpler to give them static IPs. DHCP is an option....

Yes it is. I discovered a missing slash in the 'nfsroot=/ts7250-debian'
parameter. I got it working on the 192.168.1.20 Linux box, and am able
to boot into Debian, and compile and run programs there. A major step!
But it doesn't boot to my 192.168.1.1 Linux server if I change the
Redboot parameter. I untarred Debian and made all the config changes on
the .1 box to match the .20 box, but it never finishes loading the
kernel. I can watch the Ethernet port lights and, at first, they look
the same as loading from the .20 box. But then the flashing slows and
finally stops.
I don't think the NFS server on the .1 box is faulty. Just last night I
ran a backup script on the .20 box, and it copied several gigs from the
.1 box over NFS in the normal 1.5 hours.
I'll double-check the .1 NFS settings again, and maybe set up DHCP for
this one 7250. But at least I have boot-to-NFS working on the .20 box.
Now I'm waiting for a USB flash drive so I can use that instead of NFS.
