Ok I boot into the debian image via NFS. The difference with your setup is
is that I have line like 

 exec -c "console=ttyAM1,115200 ip=dhcp nfsroot=/ts7250-debian"

and in my DHCP settings on my Linux DHCP3 server I have an entry for the 
board like this (substitute your name and board mac address...

# TS7260 ARM SBC ethernet
host scandium {
  hardware ethernet 00:d0:69:40:00:4c;
  fixed-address 192.168.1.50;
  next-server 192.168.1.20;
}

The "next-server" parameter is instead of trying to specify the nfs server 
address in the kernel command line. Given the kernel crashes almost 
immediately, I'm wondering if the nfsroot string your are giving is valid?
