Found it!

Walter suggested I make sure hardware flow control is off -- but it was turned 
on.

I'm embarrassed to say that I had thought of this before my last post, then 
promptly forgot to check after squeezing myself into the 5'x5' network closet 
where the Linux boxes are located.

After I configured minicom to not use HW flow control, everything works fine -- 
I can login on the serial port, and even get the Redboot prompt.

Now all I need to is use fdconfig to extend the Control-C time and set the 
correct IP addresses.
