I didn't completely absorb the bug symptoms, but here are
som suggestions:

1Maybe /dev/ttyAM0 is set for hardware flow control and
you cable and/or host isn't supplying RTS/CTS. maybe you are using
a 3 wire serial cable. RX/TX/gnd  tom's rule #12
All serial cables should be full 9 or 25 wires.

2. Pull an RS-232 breakbout box from your "standard embedded
developer's toolbox" and look at lights for RTS/CTS.

3.  I forget exactly where the flow control characteristics
of /dev/AM0 get set... probably in getty.conf. 

4. from your telnet session on 7250 run mincom/stty/and or
cat > /dev/ttyAM0 and see if you get characters coming out the port.

5. BTW I think picocom is a much better terminal emulator
for 72XX in lieu of minicomm.
