Are you sure you have the right IP address? One easy trick I like to use is to run wireshark on my laptop, and plug in the ethernet directly to a device whose IP I want to find. As soon as you plug it in you should see some ARPs that say "what is xxx tell y.y.y.y"...y.y.y.y is the IP of the device. Another one you might see is DHCP requests if the device is set up to DHCP.

I have two TS-7250s that haven't been used for three years. Tonight, I connected one to a serial port and the home Ethernet (cable). When I plugged the power, the serial terminal displayed the bootup messages, then stopped after the 'login' prompt. However, the 7250 didn't respond when I entered 'root'.
