[ts-7000] TS-7250 seems inoperative

I have two TS-7250s that haven't been used for three years. Tonight, I 
connected one to a serial port and the home Ethernet (cable). When I plugged 
the power, the serial terminal displayed the bootup messages, then stopped 
after the 'login' prompt. However, the 7250 didn't respond when I entered 
'root'. The Ethernet jack lights were both on, and one flashed occasionally.

I tried to ping the 7250, but it didn't respond. I tried to telnet into it, but 
no response.

I switched go the other 7250, and was able to ping and telnet just fine. The 
serial login didn't work, and I suspect the USB-serial cable and/or the Windows 
HyperTerminal in both cases.

Any idea what might be wrong with the first 7250, and how I can fix it?
