Short answer, windows is weird.
What is happening is probably that the SD card fabricators format their
cute SD cards with a filesystem and without assigning a disk id.
Microsoft assigns disk id's to disks that do not have one to make sure a
linked drive letter always stays the same for the partitions on the disk.
This is the sort of stuff you need to know when replacing a cluster's
quorum disk, but really, your explanation of mount the drive in windows
and perform a write op to it before mounting it in linux is fine.
If you do not have windows you can also simply reformat the SD card you
bought. Using FAT32 might be a good thing to do if you want to be able to
read it from other devices too that only know about the FAT32 partition
table.
