Actually installing Eclipse on Windows is fairly easy, just head to
their site and download one of the bundled C/C++ packages. After that
install the cygwin based cross compiler from TS and setup Eclipse to use
that for it's build chain. Remote debug can still be done by
downloading gdb for cygwin.

Anything will work for a virtual environment, VMWare and others make
free virtualization software for Windows. Once that's installed,
install your favorite Linux distro and go to town, lots of people here
run Debian and Gentoo. The nice thing about running virtualized instead
of cygwin is a lot of the documentation people have written is for a
linux host, not cygwin.
