Is your watchdog being "patted" from the main loop of your main application,
or do you have an additional process which pats it?  If the latter, then maybe
your main process is crashing but the pat process remains running
(you've prob. thought of this already).
 
We used the watchdog on the TS-7260 and it reset the board reliably.

It's a typo! Should be TS watchdog as documented in TS7250 manual which is in the FPGA, not in the EP9302 which is reported to "have issues" . Kernel is standard as shipped, TS2.4.26-ts11.
