These example configurations share a common organization.  The 
difference is the block size:
16MB = 4 x 4MB   // K4S281632I-T(U)C/L75 // two parts populated = 32MB
32MB = 4 x 8MB  // K4S561632H-T(U)C/L75 // two parts populated = 64MB
64MB = 4 x 32MB  // K4S511632D-UC(L)75 // two parts populated = 128MB

If you were to support 16MB RAM you would need to alter the block size.
