i.e. look for a Rail-to-Rail OP with low output swing. I've been looking
at some Rail-to-Rail OP's and they typically go down to 250-350 mV when
powered with V+=5 and V-=0 Volts. If that isn't enough you may have to
use V-<0 to get what you need.
