Hi,
it seems to me that you are not restarting the connection as you
believe. ifconfig clearly shows that the settings in /etc/sysconfig/
ifcfg-eth0 have not yet taken effect.
I think your confusion with altering Redboot is simply the fact that
you are rebooting to do this and thus the network is getting
restarted and reading in the new IP address.
If I understand your post you were bringing eth0 down and up though
telnel. If you are able to this without opening a new telnet
connection clearly the IP has not changed. You would not be able to
bring the connection back up from telnet since the link is down.
