[ts-7000] LED's are flashing on power-up

Greetings, all.

The TS-7250 board I have is exhibiting some new (and not good) behaviour. When 
I power it up the green LED starts flashing at a high rate. From time to time 
the green and red LED's come on together for about a second then the red LED 
goes off and the green one resumes its rapid flashing. The board shows no 
output on the serial port and doesn't respond to network activity.

How bad is the problem? Is there anything I can do to fix it?
